つらづらと
いまの日本では、誰もが部分最適を主張するから、全体最適がとれないのは明白で、かならず権益を失う側が反発する。

全体最適を決断する方法はただひとつ。

権益を失う側の怨嗟の叫びを黙殺して実行することだ。

それができないから日本はなにも決定できずにいる。

それと、もうひとつ決定できない理由は、何が最適決断なのか政治家だけでなく国民も判りにくくなってることもある。
たとえば、消費税の議論がそう。国家歳入を増やさなきゃいけないのは承知してても、
公務員を減らすなど歳出をカットするほうが優先なのか、またはどっちが有利かなど「答え」なんてないのだ。
この「答え」のないことを決定することが日本人はできない。
